Architects, Civil and Mechanical Engineers - D-RASATI - Lebanon

Project description: Developing Rehabilitation Assistance to Schools and Teachers Improvement (D-RASATI) will enhance educational outcomes in Lebanon by improving teacher and student performance, increasing community and parental involvement, and ameliorating the school learning environment. D-RASATI is a project funded by the United States Agency for International Development (USAID)

Summary of Function: Within this context, D-RASATI is seeking Civil and Mechanical Engineers, and Architects to conduct technical surveys in order to assess the conditions and identify the rehabilitation needs of public school buildings and their facilities during the months of June, July and August of 2011. The architects and engineers will work under the supervision of the Rehabilitation Program Director and the Senior Engineer to conduct the surveys in a timely manner with high quality in all regions of Lebanon and subsequently may oversee the proper implementation of the rehabilitation work required

Essential Functions [but are not limited to]:
- Using engineering judgment, experience and knowledge, assess schools physical needs and conditions and determine required repairs;
- Prepare bill of quantities (BOQ’s), including quantities and cost estimates of work required to perform the repairs;
- Prepare sketches of required repairs and or locations;
- Using engineering judgment and knowledge identify safety issues and risks and flag them including structural, mechanical, electrical or others;
- Take measurements to calculate and estimate required repairs;
- Direct oversight of all construction, repair and/or engineering activities in a designated geographical area including the preparation of bill of quantity;
- Act as a liaison with the stakeholders in the designated geographical area on a day-to-day basis; Assist in promoting communications, dissemination of information, and dialogue among targeted beneficiaries and communities;
- Ensure on-time implementation of the rehabilitation program activities;
- Monitor and supervise the rehabilitation activities, and communicate in a timely manner any hindrances and opportunities to the Senior Engineer and Rehabilitation Program Director;
- Report regularly to the Rehabilitation Program Director and the Senior Engineer on projects’ progress;
- Supervise and maintain close coordination with all project contractors and stakeholders;
- Follow up on repair and rehabilitation work progress, quality, costs, schedules with contractors and day to day reporting to Senior Engineer and rehabilitation Program Director;

Qualifications
- A civil engineer, mechanical engineer, or an architect who is a member of one of the Orders of Engineers and Architects of Lebanon or has the educational and other credentials required to join;
- Relevant experience in school rehabilitation or similar education projects is an asset;
- Good communication skills required;
- Fluency in Arabic required, English is a plus;
- Ability to work in a cross cultural environment ;
- Ability to work under pressure to meet deadlines;
- Is problem solver and achiever;
- Car and mobile phone are a must;
- Good organizational and time management skills required;
- Good technical writing and reporting skills required;
- Competent in using word and excel;
- Ability to walk, stand, reach and possibly climb on ladders and go up or down stairs to inspect and collect data on the physical conditions of the school facilities including roofs and basements;
- Lebanese national;
- Clean and up to date police certificate (sijil ‘adleh).

Compensation includes:
- Transportation reimbursable per project formula;
- Hotel overnight lodging if required;
- This position is an intermittent full-time job over the next three months at least, with possibility to extend;
- Package offered according to qualifications and experiences.
